Background

Since the implementation of the Top Two primary system in California in 2012, political party primaries have been eliminated. In response, the GPCA has begun to make endorsements for Greens running in statewide races. The endorsements have been made via the Standing General Assembly (SGA) voting page, beginning with the statewide elections in 2014.

In both 2014 and 2016, the GPCA's statewide candidate endorsements have been made by a closed ballot on the SGA voting page, to allow people to vote in private about people they knew personally. This practice is consistent with how the GPCA conducted most of its pre-SGA internal elections for Coordinating Committee and GPUS Delegation in past years, via closed paper ballots.

However this procedure has not been codified in party rules. This proposal would do this for candidate endorsements, and eliminate future disputes over this question of whether the ballot should be open or closed, by adding "secret ballot" to GPCA Bylaws 7-6.2(b) as follows

Add '(secret ballot)' in 7-6.2(b) below, so that it reads as follows:

7-6.2 Decision Items

The following decision items shall automatically be placed before the Standing General Assembly. Other decision items may be submitted to the Standing General Assembly by Standing Committees, Working Groups and/or active County Organizations as provided for in 7-2.1.

7-6.2(g) Recall petition for Coordinating Committee and GPUS Delegation members.
