Background

This proposal would amend GPCA Bylaws Article 9. Other Committees of the General Assembly, Section 9-1. Membership, Paragraph 9-1.1, (http://www.cagreens.org/bylaws/2016-07-03#Section_9-1_Membership). The proposal would add a sentence indicating that, if a member misses three consecutive regular monthly meetings, the individual would lose their seat, thus creating a vacancy on the Committee.

The current GPCA Bylaws specify the way Committee members are appointed. They also provide for the recall of Committee members (GPCA Bylaw 9-1.3.) However, where Committee members are not participating in Committee meetings, their absence may make decision-making more difficult as the number required for a quorum may not be reached due to chronic or repeated absences of the same Committee members. Where there are other Greens who wish to join the Committee and become active, non-participating Committee members can hinder the Party’s growth and vitality.
 
The purpose of the proposal is to keep committees active, and address the problem of too many inactive Committee members. The proposed amendment would not be intended to apply to irregular meetings that might be necessary occasionally, but rather to regular committee meetings.

The proposed amendment is modeled on this existing Bylaw pertaining to Coordinating Committee membership:
 
8-2.2 If a Coordinating Committee member misses three consecutive regular monthly meetings, the individual shall lose their seat and a vacancy shall occur.

Proposal

That the SGA approve the following amendment to GPCA Bylaw 9-1.1 (existing text follows afterwards in References section), such that it reads:

9-1.1 The number of committee members, the requirements for their eligibility and the process by which they are appointed shall be defined in the Bylaws that govern each committee. Committee Coordinators shall post the names of all committee members and the start and end dates of each members' term on the committee's web page. If a committee member misses three consecutive meetings, the individual shall lose their seat and a vacancy shall occur.
