Background

GPCA Bylaws Section 9-9. Fundraising Committee states "The Fundraising Committee shall have the duties, authority and membership as defined in the Fiscal Policy" (http://www.cagreens.org/bylaws/2013-06-23#Section_9-9_Fundraising_Committee).

However there is no Fundraising Committee section of the Fiscal Policy. This proposal would establish such a section.

A previous proposal to establish such a section (ID #96 http://sga.cagreens.org/vote/propdetail?pid=96 ) did not pass, receiving 57.2%, less than the 2/3 required for approval.

Proposal

That the GPCA Fiscal Policy be amended add this new Article VI and renumber the sections after that accordingly.

ARTICLE IV FUNDRAISING COMMITTEE

Section 4-1 Duties and Responsibilities

4-1.1 The Fundraising Committee shall serve as the GPCA committee primarily responsible for coordinating with the County Councils, Finance, Clearinghouse, IT, Media and Coordinating Committees, and staff and volunteers as appropriate, to create and execute fundraising plans and programs.

4-1.2 The Fundraising Committee shall have the duties and responsibilities as provided for in this Fiscal Policy, including:

a. Prepare a draft annual fundraising plan and participate in the GPCA Annual Budget planning process as specified in Article V of this Fiscal Policy.

b. Participate on an ongoing basis in the fundraising of the Party and carry out those tasks and responsibilities necessary for the Party to realize its fundraising plans and achieve its fundraising goals. This may include but is not limited to conducting fundraising by means of written fund appeal letters twice a year or as deemed needed, phone calling of prospective donors, email or online fundraising activities including the use of social media on behalf of the GPCA, and coordinating statewide fundraising activities among County Councils.

c. Coordinate with the Finance IT, Media and Clearinghouse Committees, where coordination between and among these committees may further each one’s respective mission, duties, and responsibilities.

Section 4-2 Membership

4-2.1 The Fundraising Committee shall be a standing committee of the General Assembly. It shall have eight members appointed by the Coordinating Committee, including the Coordinating Committee Liaison, and the Treasurer shall serve as a voting ex-officio ninth member.

4-2.2 The Treasurer shall serve for the duration of their tenure as Treasurer. The terms for the other committee members shall be two years with no term limits.
